Expert Consultation

Every time a group or an institution proposes new legislation, there is a time frame in which they need to consult with several expert communities. For example the legislation regarding urban planning and architecture needs to be seen and commented by the Architects National Order. The consultation period is very short and most of the time not all members of these communities have the necessary time, nor tools, to send their input on the document. The procedure inside these communities is very analogue, using basic digital tools such as email and excel or by simply asking things out in the open on social media, where there is no actual filtering by skill set and expertise. 

The communities are also very large in many of the cases counting up to 4 or 5000 members. At the end of this procedure all the input needs to be consolidated and sent back to the initiator of the document, which translates into many days of hard work for an individual to gather, decide on and rewrite a new form of the document for it to be sent. We are building a solution that will allow these groups to comment, assess and debate in real time on these documents in order to make it as efficient as possible to bring in all the required input from all members. The tool will also automatically consolidate the information once the consultation is over and get it in a format that can be sent back to the initiator. The solution also acts as an archiving system and also an interconnected library as it indexes all the documents and links them accordingly as all the time some legal documents refer other legal documents.

Stakeholders - Open Legislation

Although it may seem a niche domain, given the complexity of the process and the legislative jargon, access to legislation is, in fact, a very broad area in which countless actors from different sectors are involved, which, according to the results of our research, have considerable bottlenecks in administering and improving it. The same attributes make it unnknown to the general public who, although is obliged to respect it and obey the rigors of its results, i.e. the laws, has great challenges in identifying and assimilating it.
